The first two DLCs (Scarlet and Torgue) scale with you from level 15 to 30. The last two (Hammerlock and Tiny Tina) scale two levels higher starting at 17 and going up to level 35. In TVHM/UVHM the first two level with you, the second two level two levels higher than you up to levels 50-52/61-63.
